Kitui East MP Nimrod Mbai tells off Moses Kuria over Coal Mining in Kitui

0

Barely a day after Trade, Investments, and Industry CS Moses Kuria spoke about the mining of coal in Kitui, Kitui East MP Nimrod Mbai has told off the CS that no coal mining will happen along the Mui basin; Zombe /Mwitika ward, Mutitu/Kaliku, Mui, and Nuu wards in Kitui County.

Mbai urged those who are focusing on coal mining in Kitui to stop especially Moses Kuria who suggested that coal mining should start. He noted the activity will expose Kitui residents to health complications from air and water pollution.

” We urge those with a coal mining appetite to tame their uncalled-for thirst and find alternatives to raising the national grid. We resist coal mining because it will expose our community to adverse health perils and contribute to already existing consequences of climate change,” the vocal UDA MP reiterated.

Mbai claimed that Coal mining exposes the community to airborne toxic pollutants. Air pollution from coal-fired power plants is linked with asthma, cancer, heart and lung ailments, neurological problems, acid rain, global warming, and other severe environmental and public health impacts. According to Mbai, coal-fired power plants can produce more than millions of tons of coal ash annually. More than half of this waste ends up contaminating waterways and rivers.

“Chemically, coal is mostly carbon, which, when burned, reacts with oxygen in the air to produce carbon dioxide, a heat-trapping gas. When released into the atmosphere, carbon dioxide works like a blanket, warming the earth above normal limits. We are currently facing impacts of climate change characterized by extreme climatic conditions such as the current drought and la Nina. Anti-Coal mining crusade taking a new shape,” he added.

Replying to Moses Kuria when he called upon President Ruto to engage local leaders from Kitui and see how the coal can be mined in Kitui, Nimrod cautioned Kuria against misadvising President Ruto because during campaigns he already told the President why it is impossible to mine the valuable mineral.

“Moses Kuria you misadvised the President on this one. The last time I was in Mutitu  (Ndooa) with the President I made it clear to him that we cannot allow coal mining in our area and gave out elaborate reasons. The reason Moses Kuria would bring up the matter in the presence of the President and on live TV, from a far land from Kitui, even without having consulted with any leader from the area can’t be explained,” the legislator went on.

He urged the people of Kitui not to fear because there is nobody who will be going to mine coal in Kitui and told off Moses Kuria to go and mine coal in Gatundu.

“To my people, there is no reason to worry, You will never see anyone mining coal on our Land, Never. Moses Kuria can go and mine coal in Gatundu,”

Moses Kuria during the opening of the Devki Steel plant in Kwale said that coal importation should not continue when Kitui has coal, missed the story? Check it out below;

Blow to Azimio as Kitui Leaders defect to UDA

0

The UDA party Kitui chapter has received a major boost after several leaders defected from Charity Ngilu’s NARC party, Jubilee, Wiper, Maendeleo Chap Chap, and ODM.

Speaking during a UDA meeting held in Kitui town the defectors said they were ready to work with the current government for the benefit of the Kamba community. They pointed out that the community has lagged in development for being in opposition for many years. They said that they would unite together to push for more development in the region. The defectors thanked president Ruto for appointing two Cabinet Secretaries from Ukambani and the 3 Principal Secretaries.

“We have joined Kenya Kwanza government led by President William Ruto because we want our people from Ukambani to be fully represented in the government and their issues addressed. We have had a lot of problems as a result of our staying in opposition, there is drought which has caused food shortages, and a lack of water and that’s why we have seen that the Kamba community has been in opposition for over 10 years and we won’t stay anymore in opposition,” Esther Ndile who was vying for Kitui woman a representative seat on Jubilee Party ticket said.

The defectors said that they will join hands with all the leaders from other parties, join the UDA party, and put the agenda of the people first so that the people can get more development compared to when they are in opposition.

“We have come so that our people can benefit from the Kenya Kwanza government and get more development projects. We can’t rely on the past times of saying we will follow what our kingpin is telling us to do. We also feel part of UDA because the Chairman is from our community and we are confident that we will get a lot from the Kenya Kwanza government,” Ndile added.

The leaders also called upon Wiper leader Kalonzo Musyoka to stop opposing everything in President Ruto’s government even if he is in opposition.

“I want to caution some of our leaders about the so-called kingpin who is purported to be in the opposition and decided to oppose everything, as Kitui leaders we will support President Ruto to get more projects in our region,” Patrick Koki Musau popularly known as ‘Kuvasila’ who was vying for Mwingi West MP on NARC stated.

Moses Banda the Kitui county UDA coordinator welcoming them affirmed that the new members will benefit from the government just like the old members.

“People are not basically coming for the cake only, they are coming to help in cooking and making the cake bigger than it is. We welcome them and it is our wish that the economic gains coming from the Kenya Kwanza manifesto are going to reach not only the people who have come but all the Kenyans. We want to assure the leaders who have come from other parties that the cake is big and it is going to distribute development in all corners of the country,” Banda said.

Patrick Koki Musau, Dennis Katunda who was vying for MCA in Kitui East, Musee Mati who vied for MCA in Mutonguni, Kitui West, Ann Mutisya who was vying for Kitui Women representative, and Julius Mutuka who was vying for Kitui Senatorial seat all defected from Ngilu’s NARC party while Jubilee Party members who defected to UDA are Esther Ndile and Mary Philip who was vying for Mwingi Central MCA seat. Onesmus Mumo King who was vying for the Kitui South parliamentary seat on the ODM Party ticket also defected to UDA.

CS Moses Kuria Speaks about Coal mining in Kitui

0

Cabinet Secretary for Trade, Investments, and Industry Moses Kuria has called on President Ruto to hold talks with Kitui leaders on how they should start mining coal in the Mui basin in Kitui county.

Speaking during the grand opening of the DEVKI Steel Plant in Kwale, The CS said that Kenya uses 1 billion per month to import coal which is already available in large deposits in Kitui. Kuria said that he will halt the importation of coal to pave way for the local coal which will cut down the costs of importation.

“I will stop the importation of coal because we have coal deposits in Kitui which can give us billions every year. I would like to ask President Ruto to help us in engaging the local leaders and discuss the way forward so we can save on importing coal,” Moses Kuria reiterated.

He called for a discussion between Kitui Governor Julius Malombe and Wiper leader Kalonzo Musyoka so that they can deliberate on the plans of mining coal because the deposits can produce coal worth 6 billion per month which translates to 72 billion per year.

“Let’s sit down with Governor Malombe and also my good friend Kalonzo Musyoka who I will bring to you so that we can agree on how to work together because Kitui County gets 5 billion from the sharable revenue but coal alone can give 72 billion per year ‘jameni ata kama sio kura si tufanye mambo ambayo itatufanya tuone Mungu‘ because we will have helped our people,” Kuria pointed out.

The Mui basin coal mining project has been in limbo since 2019 after residents through Mwingi Central MP Gideon Mulyungi petitioned Parliament to halt it. The residents complained that the project would negatively impact their lives if it were permitted to proceed and they also cited that there was no adequate public participation

According to reports, as of 2019, the basin contained approximately 3.4 trillion worth of coal resources, whose discovery was hailed as a key step toward turning Kenya into an industrial powerhouse comparable to Germany and other European superpowers.

Matuu Level 4 Hospital set to be equipped and upgraded

Matuu Level 4 Hospital is set to be equipped and get an upgrade. This is after Machakos County MCAs approved a motion by Judas Ndawa MCA, Matuu ward, that the County Government of Machakos sets aside funds to equip Matuu level 4 Hospital.

The hospital will get a modern ICU with a 4 to 5-bed capacity, CT scan Machine, Installation of Oxygen Plant and piping be done to the ICU, Maternity, Pediatric Ward, medical wards and OPD, a modern Casualty wing with 15 to 20 modern beds and completion of the Mortuary.

Judas Mbili Ndawa who is also the minority leader noted that there has been a problem in transferring critical patients to Machakos Level 5 hospital from Matuu. Ndawa pointed out that some of them die on the way before reaching Machakos Level 5 hospital especially after the many accidents on the Thika-Matuu-Garissa road thus there is a need to have better facilities at the Matuu Level IV hospital.

“Thika-Garissa highway is a hotspot for accidents because, for an accident that occurs between Mwingi and Thika, the injured are brought to Matuu for treatment, the accident that occurs in Kaburu up to Katangi and also Kabaa they are brought to Matuu and that’s why we need health services to be improved at the Matuu level IV,” Ndawa said.

He also revealed that building an ICU facility will also be a milestone that will ensure that more lives are saved and no more transferring of patients to even Kenyatta National Hospital.

“The county government of Machakos should allocate money for an ICU in Matuu so that those who need to be put in the life support machine are assisted. In most of the accidents happening you find that most people sustain head injuries which are first need scans before being referred to Machakos,” he added.

Machakos MCAs call for firing of 4 County Public Service Board officials, damning allegations tabled

0

Machakos MCAs passed a report recommending the removal from office of 4 County Public Service Board Officials on the grounds of serious violation of the Constitution, gross misconduct, and incompetence. All 23 MCAs in the sitting voted in support of the report.

The four are; George Kioko Luka- Chairperson of the Machakos County Public Service Board, Onesmus Muia Mutisya the Secretary, Cecilia Mbinya Sereka- a Member, and Stella Nduku Muthoka- a Member.

Below are the allegations tabled in the Assembly against each of them;

George Kioko Luka

On 13th July 2021, he allegedly presided over the inclusion of 4 officers into the payroll by purporting to reinstate them. The 4 are said to have never been employees of the County Government of Machakos.

On 26th April 2021, he is accused of sharing a list of his preferred officers for recruitment with all Board Members in anticipation of an advertisement that was due to run in the newspaper. The advertisement was run in May 2021 and closed on 23rd May 2021. The advertisement was for 21 positions, 20 Medical Officers and one General Surgeon. After the closure of the exercise, he is accused of adding four medical officers and one surgeon.

Luka is also accused of letting the board operate without a substantive Accounting Officer and on 26th February 2021, un-procedurally purported to allocate an official vehicle to the Vice Chairman, KBX 810T for the single purpose of facilitating the hiring of her son, Samson Sereka as a driver.

“The Chairperson facilitated the hiring of 9 Officers among them the son of the Vice Chairperson, Cecelia Mbinya Sereka – Boniface Sereka. Through the abuse of delegated authority on 6th August 2020. The Officers were employed on contract effective 4th January 2021 to September 2022. The son was employed at the entry-level of Job Group K, without the necessary qualifications. On the 5th of October 2021, in a meeting convened and Chaired by the Vice Chairperson (Mother to Boniface Mutunkei) the terms of the nine officers were illegally changed to permanent and pensionable terms.” The report read in part.

“For instance, most employees of the County Public Service Board are on extraneous allowances despite the fact that they report to work at 8.00 am and leave at 5.00 pm. A look at the list of thirteen among them his daughter includes cleaners who are put on extraneous allowances for just what doing what they were employed to do.” The report further alleged.

Onesmus Muia Mutisya

Muia is accused of on 27th April 2020 writing to the Chief Officer of Public Service and Quality Management to unlawfully occasion illegal payments of extraneous allowances to 24 officers working in the County Public Service Board including himself.

Muia is also accused awarding of extraneous allowances to 13 officers including the Daughter of the Board’s Chairperson, Regina Wakio Kioko and dishonestly concealing the surname to hide her identity.

“That Mr. Onesmus Muia Mutisya wrote the Chief Officer, Department of Public Service and Quality Management on the 13th of July 2020 to deceitfully purport to reinstate to the payroll four officers claiming that there was a court order to that effect but where none existed. The said officers had never been on the County’s payroll and the same had been communicated by the CECM Public Service.” The report went on.

Muia is also accused of sexual harassment by two officers who allegedly wrote to the county secretary, threatening board members through advocates among other allegations.

Cecilia Mbinya Sereka

Cecilia Mbinya Sereka is accused of not declaring a conflict of interest during a sitting on 6th August 2020 in the Recruitment and Selection Committee where her son Boniface Mutunkei Sereka was an applicant and was later recruited. She is further accused of in October 2021 convening a meeting to change the son’s terms to permanent and pensionable.

“That on 5th October 2021 Cecilia Mbinya Sereka convened a meeting under career progression and gave extraneous allowances to a group of employees among them the daughter of the Chairperson of CPSB one Regina Wakio Kioko, Deputy Sub County Administrator under job group P Kshs. 25,000 backdated to 1st July 2021. This had been declined earlier in December 2020.” The report claimed.

Stella Ndinda Muthoka

Stella Ndinda Muthoka was the Chairperson of the recruitment and selection committee which during a meeting on 26th February 2021 allegedly approved the appointment of a driver for the Vice Chairperson (Ceilia Mbinya Sereka) Samson Sereka on Job Group D.

On 17th March 2021, chaired by Stella Ndinda Muthoka under minute no. 293/03/2021, the recruitment and selection Committee deliberated on the matter of the appointment of a driver. This was allegedly based on the misrepresentation that the Vice Chairperson was a person living with a disability. The committee recommended a personal driver to serve with the official car allocated to her by the Chairman, KBX 810T. No certificate from the Council of Persons living with disability was presented to warrant for appointment of a personal driver.

“That Stella Ndinda Muthoka has been involved in undertakings of the Machakos County Public Service Board where there was an abuse of office and misappropriation of public funds through; Approval of extraneous allowances for specific officers yet the officers working on normal office hours and performing the duties listed in their appointment letters, Recruitment of officers without following the right criteria, Promotion of Officers without following the provisions of the existing laws and circulars, Appointment of Mr. Joseph Wambua as the Deputy Chief Executive Officer of the County Public Service Board yet such office does not exist in the Constitution.” The report went on.

The county Assembly established an Adhoc committee of 5 to investigate the allegations and report back in 10 days. The accused will have a chance to respond to the allegations.
