We Shall Not Pass NG-CDF Amendments in the senate – Senator Kiio warns MPs

Kitui senator Enoch Kiio Wambua has threatened that the senate will not pass the NG-CDF Amendments being fronted by Matungulu MP Stephen Mule to anchor the kitty in the law.

Speaking at a function in Makueni, Senator Kiio noted that even though the CDF had helped a lot in many communities in the country the manner in which the amendments were drafted was wanting.

“There is no way you are going to sit in isolation, that one we have refused. We shall have to come up with a group to agree on the percentage of allocations in the oversight fund of the senate, CDF, and Ward Development Fund,” The Senator said.

“I can assure you, my brother, if that bill is brought to Senate in the manner you have drafted we shall refuse it and ensure it fails early in the morning,” he added.

The senator further noted that the National Assembly refused to pass the Ward Development Fund which had been passed by the senate in 2020.

“I want to say that the Ward Development Fund was first moved by the senate in 2020, we passed the bill but in the National Assembly, you refused to pass it,” Kiio revealed.

“Now the shoe is on the other side, you are telling MCAs that you shall give them Ward Development Fund, and that is okay. I love the ruling of the speaker that there is nothing that counties cannot do,” he added.

In the proposal to amend Article 95 of the Constitution, co-sponsored by Matungulu MP Stephen Mule and Robert Gichimu Gichugu MP, the NG-CDF, the amendments seek to have National Government Affirmative Action Fund (NGAAF), the Senate Oversight Fund, and the Economic Stimulus and Empowerment Fund in the constitution. The amendments also seek to have CDF allocation double to 5 percent of the budget from 2.5 percent.
