Machakos County Government Responds to Sammy Kioko’s KSh19 Million Non-Payment Allegations

Machakos County Government has responded to claims made by comedian Sammy Kioko, who on Thursday announced the closure of his tailoring business, alleging that the County owes him a substantial amount of money.

The popular comedian revealed that he was shutting down his shops and production centers due to overwhelming challenges that had made it impossible for the business to continue operating.

In an emotional statement shared on his social media pages, the comedian said the situation he had long feared had finally unfolded, despite her team’s relentless efforts to stay afloat. He thanked her loyal customers, supporters, and staff for their unwavering encouragement, describing the closure not as a final goodbye but a temporary break as they continue seeking assistance from county offices.

Kioko’s announcement quickly went viral, sparking heated conversations online. A section of social media users blamed the county leadership for allegedly neglecting his pleas for help, with many claiming she had repeatedly attempted to reach county offices without success.

The growing public criticism prompted the Machakos County Government to issue a formal response addressing the allegations and clarifying its position.

According to the County Government, the claims are false, unsupported, and politically motivated. After reviewing all procurement records, the County confirmed that there is no evidence showing that Mr. Kioko ever supplied goods or had any contractual engagement with them.

In a press statement released on Friday evening, the County said a review of official procurement documents revealed no Local Purchase Order (LPO), delivery note, invoice, or contract associated with Mr. Kioko. The County noted that without such documentation, no supplier can legally claim payment.

The Government further explained that Kenyan law—specifically the Public Procurement and Asset Disposal Act, 2015, and the Public Finance Management Act, 2012—requires all suppliers to follow strict procedures before doing business with government entities. These include registering in the County’s supplier database and receiving formal documentation for any approved supply.

“Following verification of all relevant procurement records, the County Government confirms that no contractual, procurement, or supply relationship exists between the said individual and the County Government of Machakos,” a section of the media release read.

“Specifically, there is no record of a Local Purchase Order (LPO), delivery note, invoice, or contractual instrument that would substantiate any claim of engagement or supply of goods to the County,” the statement added.

The County Government said the allegations lack evidence and appear politically motivated, suggesting a deliberate attempt to tarnish the Governor’s image. It condemned the claims as malicious and defamatory, arguing that fabricating accusations for political gain is both unethical and unlawful.

The County reiterated that the Governor and her administration remain focused on service delivery, emphasising their commitment to the rule of law, transparency, accountability, and fiscal responsibility. They added that the government will not be derailed by politically driven narratives aimed at disrupting development.
