Makueni Governor Mutula Kilonzo Junior has announced a major cabinet reshuffle, reassigning four key County Executive Committee Members (CECMs) in a move aimed at streamlining operations and enhancing service delivery.
The changes, communicated through an official letter dated July 1 and addressed to County Assembly Speaker Douglas Mbilu, will take effect on July 15.
Among those affected is Japheth Mangoka, who moves from the Department of Lands, Urban Planning, Environment and Climate Change to head the Department of ICT, Education and Internship. Elizabeth Muli, formerly in charge of ICT, has been transferred to the Agriculture docket—one of the county’s most critical sectors.

Meanwhile, Joyce Mutua, who previously oversaw Agriculture, has been appointed to lead the Department of Health. Paul Musila, the outgoing Health CECM, will now take over Lands and Urban Planning, effectively swapping roles with Mangoka.
Governor Mutula described the reshuffle as a strategic move to align departmental leadership with evolving county priorities.
“We believe these changes will enhance our operational efficiency and better serve the needs of our residents,” said Mutula in his statement.
The cabinet changes come at a time when counties are under increasing pressure to deliver tangible development outcomes. As the new leadership takes charge, stakeholders will be watching closely to see how the reshuffled team steers the county’s service delivery and development agenda.
