A section of Kitui County MCAs have asked Kitui County Governor Charity Ngilu to reveal the where about of funds meant for County Employees Salaries. This is after the County failed to pay staff salaries for the Month of June 2019.
In a letter by County Secretary Alex Kimanzi addressed to chief officers and copied to Governor Ngilu and CEC Treasury, Kitui County Executive blamed MCAs for failing to pass supplementary budget for the financial year 2018/2019 on 27th June. It is this supplementary budget that the county intended to use a portion to pay June salaries.
Jane Mutua, Kauwi MCA asked Ngilu to stop blaming the County Assembly each time things go wrong. She took a swipe at County Government officials for telling lies. “If a government cannot pay it’s workers you know that is a failed government. Supplementary budget is not the main budget it’s just for what has been left out. It cannot be used to pay salaries or for recurrent expenses.”
The MCA further questioned why employee remuneration had risen by 1.5 billion in just one year. She called for the issue to be resolved faster.
On Monday 8th July 2019, Kitui County Workers Union issued a strike notice if they will not have received their June salaries by Friday 12th July. According to the union Chair Benjamin Munyalo, all other County Government’s have paid their workers except Kitui County.
“We know that salaries for County Government workers are factored in the main budget and not supplementary budget. It is not the first time we began devolution, it began five years ago and we have never had such issues when Julius Malombe was Governor before Ngilu.” Munyalo said.
“If the County Government will not have paid us by 12th July we will go and rest and wait until when money will come. We are not refusing to work we just want the salary which we worked for.” he added.
Labour committee chair in the County Assembly of Kitui, Munyoki Mwinzi asked Ngilu’s government to fast track the salaries as they were budgeted for in 2018/2019 Financial Year.
