A section of Machakos County MCAs on Wednesday admitted to receiving bribes to approve Annastacia Wayua Victor as CECM Water, Irrigation and Climate change.
Makutano/Mwala ward MCA Brian Kisila alleged he received 20,000 on Mpesa from Majority leader Nicholas Nzioka, which he says he returned.
“There is something that went on in this committee that we need to bring to the attention of members. When we are seated here, we know what members gave, over the weekend, some members changed their marks and we have that information.” Kisila said.
“Even further money changed hands in this committee, and if you are going to allow members to get money to change hands, we would rather go home. If we are getting money to change marks, we are not worth being called Members of the County Assembly representing your people. Personally, I was sent money by the Majority leader on my Mpesa, if you guys are cheap to be bought with money, I am not. “The Mwala/Makutano MCA claimed.

The allegations resulted in a heated exchange, forcing the Speaker Ann Kiusya to order investigations into the bribery claims and the allegations that some members changed marks after vetting.
“Garbage in, Garbage out, We will continue not delivering to our people and the people going to suffer, it’s all of you MCAs,” Kisila concluded.
“The CECM Water is a product of corruption, fraud and manipulation. I oppose the report and dissent.” Francis Kavyu MCA Kinanie added.
The members who dissented sighted the nominee’s lack of a relevant degree according to the law. The also noted that she had 3 years of experience from Tanathi against the threshold of 5 years.
However, the Majority of the MCAs voted to approve Annastacia Wayua Victor as CECM Water, Irrigation and Climate change.
