Machakos Governor Dr. Alfred Mutua on Wednesday failed to appear before the Senate County Public Accounts and Investment committee in Kitui to answer to audit queries for the 2017/2018 Financial Year.
In a letter written by Governor Mutua to the Clerk of the Senate J. M. Nyegenye and dated 12th September 2019, Mutua requested for another date for the meeting to be scheduled.
Mutua said that he had a meeting with a team of senior global experts and development partners many of whom were traveling from abroad.
“As you are aware, Machakos is among the four pilot counties implementing the universal health care program. Recently I also launched the Machakos cancer care and research center. Due to these programs, there has been a lot of interest by the International community on how to partner with us to ensure Machakos becomes a good model for rolling out this programs to the entire county,” Part of the letter read.
The Governor in the letter further said that Machakos Senator Boniface Kabaka was forcing his government to pay 366 million legal fees and threatening him about the appearance before the committee. In May, Mavoko MP Patrick Makau put the county on the spot for intending to pay the legal fees to former County attorney Boniface Kabaka.
“We have intelligence information that youths are being mobilized by my political opponents in the region to be ferried to Kitui to heckle me and paint me as corrupt. This is part of protracted political supremacy battles which insure the Senate may not wish to be part of,” Mutua added through the letter.
However, senator Boniface Kabaka rubbished Mutua’s claims terming them as cheap excuses to evade questioning. The other senators who seemed angered by Mutua’s excuses led by Senator Moses Kajwang threatened the Governor with dire consequences if he does not appear before the committee in the next summon scheduled for 30th September 2019 at Machakos County Assembly.
“It is not an invitation, it is a summon. Waswahili wanasema sio tafadhali ni lazima. Do you want the residents of Machakos to suffer because of the irresponsibility of a Governor and his ruling clique. We have made recommendations that a Governor who gets 4 disclaimers in a row is not fit to hold public office.” A visibly angered Kajwang said.
In June 2018, Members of the County Public Accounts and Investment Committee expressed their anger with governors for failing to heed summons to respond to audit queries.
