MCAs burn midnight oil to impeach Kitui lands CECM

Kitui County assembly Wednesday (16th September) burned the midnight oil to remove Kitui County CECM for Infrastructure, Lands, Housing, and Urban Development Jacob Kakundi.

The committee report on his impeachment was moved by Esther Ndile Nominated MCA and Fredrick Nthuri of Tharaka Ward. 33 members voted Yes in agreement with the committee report and 21 members opposed it.

The Lands, Infrastructure, Housing, and Urban Development CECM was accused of;

Kakundi was accused of not procuring services as per CLIDP and failing to implement regulations passed by the county assembly on Hawking and Boda Boda operators.

The LIUD CECM was also indited for overseeing the unprocedural awarding of bush clearing tenders to contractors. He then used locals to do the work. Some of the locals have not received their pay to date.

The MCAs further accused him of Discriminative issuance of bulldozer services to a few selected wards and ailing to provide the Assembly with regular reports on matters relating to the County Ministry among other reasons.

Kakundi was also accused of abuse of office by using County Administrators to perform the role of contractors in contracted work without facilitation and gross misconduct by blatantly misleading the Assembly Committee on Lands, Infrastructure, and Urban Development on the involvement of Village Administrators in the recruitment of personnel for the bush clearing project.

Kitui County Assembly in October 2019, impeached two County Executive Committee members, Rosaita Ngina CECM for Health and Sanitation and Philip Mumo CECM for trade, cooperatives, and investments. Jacob Kakundi becomes the third CECM to be impeached in less than a year.
