Eng. Sebastian Kyoni was born in Emali/Mulala ward in 1977. He went to Mulala Primary and later to Starehe Boys Center. He proceeded for a BS. c Engineering Degree from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
After University he worked as a management trainee with EABL, then as an Engineer at Bidco for 7 years. He also worked in Tanzania as a lead engineer in a Sugar Company.
Cumulatively he has over 20 years of experience in Engineering Design, construction, and project management. He joined the county Government of Makueni from 2017 to April 2021 when he lost his job after the Governor then reshuffled his cabinet.

During his vetting, he indicated that he will work with different agencies of the National Government such as KERRA and KURA to be able to improve road infrastructure in the county. On the issue of Emali- Ukia road, he indicated designs are complete and he will work with National Government and KENHA to ensure the construction begins.
With Energy in his docket, he vowed to build awareness of green energy and use green energy in some county infrastructure like hospitals to lower power bills. On the road infrastructure, he suggested an annual survey of all roads annually to guide on prioritization and budgeting.
The appointment committee led by Tulimani MCA Kyalo Mumo questioned why graders and other equipment for the department take long to repair unlike the Governors and CEC vehicles when they break down. Eng. Kyoni promised to delocalize repairs and fueling of the machinery so that fuel doesn’t have to be supplied from Wote.
In his first 100 days, he promised to have a review with the department and make sure equipment for sub-county is in place and the program for maintenance is up and running,
