Machakos MCAs unanimously pass BBI bill despite threats from a section of MCAs

Machakos County MCAs Tuesday morning passed the constitution of Kenya (Amendment) Bill 2020 – BBI. This comes just a day after MCAs allied to Machakos Governor Dr. Alfred Mutua met the Governor alongside their Makueni counterparts and agreed to pass the Bill. The MCAs had last week threatened to shoot down the BBI bill if Governor Mutua was left out of the process.

The speaker – Florence Mwangangi addressing the media affirmed that the bill was approved by the members of the county assembly unopposed noting the massive support was because the bill will build devolution. She called on the other counties, which have not yet approved the Bill to support it.

“I have personally read the bill and it is good for the people. My spirit was with you. Let’s support what Kenyans have felt is good.” She added.

Majority leader of the county assembly Mark Muendo lauded the bill saying strengthening of devolution was Key and it was favoring MCAs who are not in good terms with the Governors.

“This bill is messiah sent knowing where we are knowing in our wards development is done according to how close you are to the Governor. If you are too far like me you cannot get development.” Muendo said.

Minority leader Alex Kamitu saying the amendment bill touches on the lives of the electorate and they had no time to waste but just to pass the bill.

Deputy Speaker Paul Museku lauded the Justice committee for a report well saying the constitutional amendment had an immense benefit on the lives of Kenyans. He lauded the proposal to increase the lifespan of the equalization fund from 20 to 30 years.

“The ward development fund is like God come from heaven something which is going to revolutionalize development. We are no longer going to have skewed development but people will get development based on the law.” Museku said.

Matuu MCA Julius Ndawa said that the bill will bring autonomy to the MCAs so that if they promise something they can deliver with the ward development fund.

“This document is excellent and we need to pass it as soon as possible. Once we pass this document we will be considered for CEC positions if we have the qualification.” The Matuu MCA said.

Kangundo central MCA Moses Mitaa and Majority Whip praised the Ward development fund saying the county has not had Project management committees and through the ward development fund will ensure such is present.

Last week, Wiper party leader Kalonzo Musyoka met MCAs from the 3 Ukambani and urged them to expedite on passing the report promising to look at the issue of Kitui extra constituencies.
