Machakos county government picks fight with MP Kawaya over Masii stadium

Machakos County Government has reaffirmed its authority over public land, banning unauthorized alterations and urging strict adherence to legal procedures.

Speaking during a public participation forum at Masii Stadium, formerly known as “Kawaya Stadium,” Machakos Lands Executive Nathaniel Nganga emphasized that all public utility lands fall under the county’s jurisdiction.

“No one has the authority to alter public land use without the Governor’s formal approval. The law is clear, anyone who disregards this will face arrest and prosecution,” Nganga warned.

He further clarified that any proposed changes to public facilities must follow established legal processes, particularly when driven by public interest.

“I urge our chiefs, assistant county commissioners, and village administrators to properly guide residents on the legal procedure for annexing or altering public land use,” he stated.

Nganga reiterated that the county government remains the trustee of all public land and that due process, including public participation, must be observed before any changes are made.

 He referenced the day’s venue, claiming that its name had been altered illegally by the local MP Eng. Vincent Musyoka Kawaya.

According to Nganga although the lawmaker rehabilitated it and even had the president launch it, the use and management remain under Machakos county.

Nganga highlighted that Governor Wavinya Ndeti’s administration is prioritizing land reforms, recognizing land as a key factor in economic planning.

“Under Governor Wavinya, land matters are being addressed as a top priority because development planning cannot happen without properly structured land management,” he noted.

Machakos Finance Executive Onesmus Kuyu who spoke in Masii and Matungulu announced that the county will digitize all revenue collection streams to curb corruption and revenue leaks.

“Starting next week, no revenue will be collected outside the digital system. All transactions will be invoiced electronically in bulk through a dedicated application. Eliminating human interaction in revenue collection is the only way to safeguard county funds,” Kuyu stated.

He added that proper revenue management would help address the county’s challenge of pending bills.
