Kibwana sympathizes with Ngilu over assembly threats

Kibwana has sympathised with Governor Charity Ngilu and asked for prayers for Kitui County

Makueni’s Governor Kivutha Kibwana has expressed sympathy with Governor Charity Ngilu over what he terms as frustrations from the Kitui county assembly. Prof. Kibwana has called for unity between County Executive and Assemblies in a bid to ensure the smooth running of County Governments. This follows recent threats by the Kitui county assembly to impeach Governor Ngilu.

Speaking in Masii, Mwala sub county – Machakos County, Kibwana said that MCAs should ensure that their oversight job does not derail the Governor’s development agenda.

Kibwana sympathized with Kitui Governor Charity Ngilu stating that she has been facing setbacks due to frustrations from the Kitui County Assembly.

“We have seen how collaboration between the county Executive and the County Assembly helps in terms of development. In their oversight MCAs should not frustrate every effort made by a governor.” Kibwana said.

Kibwana further noted that his first term in Makueni County was a classic example of how things fall apart when the executive and assembly fight.

He urged religious leaders to intervene and pray for unity of the two in Kitui so that the residents can see the fruits of devolution.

“Kitui County needs prayers because there is no agreement between the two, they should settle their issues and work together. Please pray for them.”

Governor Ngilu’s county executive was last December accused of unduly delaying to pay salaries to members of the Kitui County Assembly. The Kitui county executive was also accused of the plunder of devolved resources. The assembly in the same period also voted to impeach the Governor’s CEC member for Finance Ms. Mary Nguli. The Kitui assembly would in May this year turn around, promising to work with the Governor.

This week, Kitui governor Charity Ngilu sued the Kitui County Assembly speaker George Ndoto for delaying release of devolved funds.

Ngilu went to court seeking orders to compel Ndoto to release an official letter that will allow the National Treasury release funds to the devolved unit.

Kitui County Executive has been having wrangles with County Assembly with the latest case being because of the failure by the County Assembly to pass the supplementary budget which the county intended to use to pay salaries.

The MCAs however asked Governor Charity Ngilu to account for the funds budgeted for salaries in the main budget. A section of MCAs have also began a plot to impeach Governor Charity Ngilu.

While the first Makueni County Assembly will be remembered for its problematic relationships with Governor Kibwana. The second assembly has been lauded for its moves such as the passing of a law that revolutionalizes devolved public procurement in favor of transparency and accountability.
