Kibwana in fresh battle with MCAs over delay in their salaries and allowances

Makueni Governor Prof. Kivutha Kibwana in a new battle with Makueni MCAs over the delay in receiving their March salary and allowances has defended the Finance CECM Mary Kimanzi.

According to Kibwana, the MCAs should stop bothering the Finance CECM who is said to have written to the controller of budget stopping the MCA’s pay and allowances as there was a delay in County Governments receiving funds from the National Government.

The Governor further said that the Finance CECM is unwell and that is why she is unable to appear before the County Assembly committee to be questioned on the matter.

“Someone is sick (the CECM) yet they are being asked to produce money which is yet to come from Nairobi. Most MCAs can see there is a problem. Even before getting money for February, we still paid their Salaries they should be thankful. We in the executive never received allowances or even paid contractors.” Kibwana said.

According to the Governor, the money that they will receive from the National Government will first go to important matters like paying contractors but not paying salaries and allowances.

“If they have been asked by their party to disrupt the peace in Makueni, Makueni has its owners and those are the people of Makueni. The speaker and clerk should slow down because there is no money.” Kibwana went on.

Unlike in his first term, Kibwana in his second term has enjoyed a cordial relationship with MCAs whom the majority are from the Wiper Party. The MCAs differed with the Governor during the Kitise/Kithuki By-election where most of them supported the Wiper candidate who carried the day.
