Waita Calls For The Probe Of KMPDC CEO Yumbya for campaigning for Wavinya

Independent Electoral and Boundaries Commission (IEBC) and EACC have been asked to investigate Civil Servants who are being used by politicians to campaign for them.

Speaking during a meet the people tour in Kathiani Central Ward, CCU Party Leader and Machakos Gubernatorial Candidate Nzioka Waita alleged that Daniel Yumbya, CEO of Kenya Medical Practitioners and Dentists Council(KMPDC) was going round telling civil servants that they should campaign for and support Wavinya Ndeti.

Waita alleged that they had gotten information that Yumbya was telling civil servants that they had been given a directive to campaign for Wiper Machakos Gubernatorial candidate Wavinya Ndeti.

“We have gotten information that one director of Medical Practitioners Council Daniel Yumbya is going around telling workers from National Government that the president has given a directive they campaign for Wavinya Ndeti,” Waita claimed.

“Yesterday they were in Kangundo and Matungulu now they are in Yatta and we have that intelligence. I have worked with his excellency the president and I know how he works and he has not given such a directive because he is not involved in this seat. IEBC and EACC should check into that because civil servants are not allowed to campaign,” he added.

Waita further called on people not to elect leaders because of their party but ensure that the people they elect especially for Governor are going to deliver.

“We should stop this nonsense of electing people from the same party, “suit”. We need people who can redeem our county, managers and not politicians because this is not a political seat but a managerial seat, Machakos needs a manager,” he went on.

Waita was accompanied by his running mate Speaker Florence Mwangangi, Senatorial Aspirants John Mutua Katuku, Urbanus Muthama Ngengele, and several MCA aspirants.

Science Laboratory at Luuma Secondary School

The NG-CDF disbursed an amount of 950,000 for the completion of a science laboratory at Luuma Secondary School. The contract was awarded on 5 March 2020. However, physical verification of the project by the Auditor General revealed that although the contractor had been paid in full, the project had not been completed as per the Bill of Quantities (BQ).

“Terrazzo had not been fitted on the worktops as per the BQ while the drainage was covered with timber instead of concrete. In addition, only 26 laboratory sinks were installed instead of 28 as per the BQ. In the circumstances, it was not possible to confirm if the value for money was realized from the expenditure of 949,996 which was incurred on the Project.” The Audit report read in part.

Pit-latrine at Kyeeteni Primary School

750,000 was disbursed to Kyeeteni Primary School for the construction of a 4 door pit latrine. Over 70,000 residents of Mwingi, Kitui county are set to receive title deeds in the next 2 weeks. This is according to Monica Juma, the Cabinet Secretary of Energy.

Speaking at Musila gardens during handing over of title deeds to Mathiakani residents of Mwingi Central, Monica Juma said that Kitui County has over 70,000 title deeds waiting to be given to the Kitui residents as President Uhuru Kenyatta promised.

“The over 70,000 title deeds are ready for pick up, and by 20th everybody should pick their title deeds so that on 21st July, I go back to report to President Uhuru that I have supplied all of them to my people in Kitui. I urge those who have received their title deeds to go and tell those whose land was surveyed to come and pick theirs at their area Chiefs’ offices,” Monica Juma said.

Monica called upon the residents to take good care of the title deeds when they are issued to them because they are essential documents showing ownership of land and they have been a problem for many Kenyans.

“Take good care of your title deeds, and if you feel you might lose it, make a photocopy and take the original one to the Chief or District Officer, who will give you a note that they are the ones with your title deeds because title deed is like an asset to you. The way you take care of your National Identity Card or your Bank card is the same way you should take care of your title deed because when you have it shows your property, and in case of emergency, you can use it to get a loan and pay you bills,” Monica added.

Kitui County commissioner Mbogai Rioba stated that President Uhuru had given them directives to ensure that the title deeds reach the residents by 20th July 2022.

“Waziri has started this exercise officially here in Kitui, and I call upon all the residents who don’t have their title deeds to avail themselves to our chiefs and assistant chiefs’ offices to pick them. We will work together with the Ministry of Lands to ensure that all title deeds reach all the residents of Kitui,” Rioba stated.

A section of the residents speaking after being given the title deeds thanked the National Government for remembering them and honoring their promise.

Kitui county is one of the counties with the highest number of settlers whose lands lacks title deeds.

Muthama Starts School Feeding Program for Machakos County schools

Machakos Gubernatorial Candidate and UDA Chairman Johnson Muthama has started to roll out a school feeding program to all primary and day secondary schools in Machakos County.

Speaking after meeting with Pastors drawn from Kathiani, Kangundo, and Matungulu Subcounties, Muthama said that hunger has hit many areas in the county and he saw it wise to start his own feeding program in schools as a way of ensuring that the learners stay in class and parents are comfortable.

He noted that the programme was not a way of garnering votes but it was a way of giving hope to the people and ensuring children do not miss school because of hunger asking other leaders to emulate the same.

“I have started a school feeding program across the county and so far have given out food to 3 sub-counties and the rest I will do so by end of next Monday. I will be giving food to all primary schools and day secondary schools all over the county,” Muthama said.

“Instead of handing out 100 or 50 shillings to people and leaving them fighting it is wise, my opponents devise means to help the people. Am not doing this to get votes but to ensure that our school-going children do not miss school because of hunger,” he added.

According to the ministry of education, there are about 766 public primary schools in Machakos and 224 private schools in the county while day secondary schools in the county are more than 200.

Tala MCA Candidate Decries destruction of posters and campaign materials

Tala Ward MCA Aspirant Mary Ndaka has decried vandalism of her posters by unknown people suspected to be her opponents.

Speaking after meeting residents of Kyaume Location, Matungulu Subcounty Mary said that it was uncalled for people to vandalize her posters yet she had done nothing to anyone to warrant such.

She noted that it was even against the Independent Electoral and Boundaries Commission code of conduct giving a stern warning to those behind the act.

“I want to ask my opponents to stop vandalizing my posters and we should stop this barbaric act and campaign peacefully, why would anyone wake up and vandalize someone’s poster,” Mary questioned.

“I will put them again but they will be under security so if you are caught vandalizing them you will not be in safe hands you will face the law,” she added.

She further called on the youth not to be used as vessels who fuel chaos in politics or vandalize people’s posters saying that it was high time the youths stood their ground and refused to be used for ill motives.

“Do not allow yourselves to be misused by political leaders that do not have anything good planned for you but rather look for a leader who is ready to invest in your future as youth and your families,” she went on.

She called on people to support women leaders in political seats noting that women knew the needs of the people and are compassionate about the community saying that through her tenure she will ensure that water, road, and infrastructure as well as the creation of jobs will be her top priorities and they will be actualized.

“Am the only woman vying for Tala Ward seat, give me this seat because I know the plans I have for you and I will ensure that we will not worry about water or bad roads anymore because when you empower a woman you have empowered a whole community and am ready to work,” she said.

Mary Ndaka is the only female MCA candidate vying for the Tala Ward Seat. There are 16 candidates and 15 of them are men.

Why we are Giving Handouts after campaign rallies – Wavinya Ndeti

Machakos Wiper Gubernatorial Candidate Wavinya Ndeti has defended politicians who are giving handouts during campaigns saying that the level of poverty amongst people is wanting.

Speaking while attending a church service at Kangundo Redeemed Gospel Church, Wavinya said that after addressing people they end up requesting something from her, and because of her motherly nature she has to give them something to eat.

She noted that many families are going hungry and during these difficult times it is hard for her to just ignore them and at times she has to use personal resources to cater to their needs.

“When holding these campaign rallies, you finish addressing people and as you are about to leave, they surround you and start asking for something to feed themselves and their families,” she said.

“I am a mother and I know what it means to go hungry and honestly if I do not give them something I will have nightmares at night because what matters the most is the well-being of a person and I will be inhuman to leave them hungry,” she added.

The vocal politician also noted that Machakos county needed mature leaders who can spearhead development transparently.

Wavinya further added that she was ‘God sent’ and she is a trusted leader and a performer who can change Machakos county.

“I am not a child, someone who has hit over 50 years that is not a child, and Machakos needs mature leaders and people who are humble and can be advised and take note of the advice, “Wavinya went on.

“I want to be that leader that if you see am doing something wrong or opposite of what I am expected am open to being corrected because if you can’t create room for correction then you are not a leader,” She promised.

She was in the company of Machakos Senator Agnes Kavindu, Machakos Women Representative Joyce Kamene Kasimbi, Kangundo Central MCA Moses Mitaa among others.

Auditor General Puts Mwingi Central NG-CDF On the Spot over irregular allowances, bursary allocation and project malpractices

The Auditor-General has put Mwingi Central NG-CDF management on the spot over irregular allowances, lack of clear bursary award process, and malpractices in projects among other issues.

The Auditor questioned how bursary committee members who were supposed to get 500 as allowance ended up getting 5000 as allowance without any explanations. 2 members not in the initial list of attendance ended up in the final list.

“The statement of receipts and payments reflects 6,435,627 in respect of use of goods and services which includes 1,293,400 for committee expenses out of which 47,000 was paid to bursary subcommittee members. A review of supporting documents revealed that there were six members in attendance who were entitled to allowance at a rate of 500 per person each. However, the payment was made at the rate of 5,000 per person without any explanation. Further, two members whose names were not on the original attendance list were included in the payment schedule and received a total of 17,000 without any explanation.” The report read in part.

The report also questioned bursary disbursements and the criteria of allocation.

“The statement of receipts and payments reflects 44,219,579 in respect of other grants and other payments which includes 35,772,100 for bursary disbursements to secondary schools, tertiary institutions, and special schools. However, no adequate relevant supporting documents were provided for audit to show how applications for bursaries were invited and evaluated. It was therefore not possible to confirm whether the bursaries were awarded to needy and deserving students through an open and transparent process. Consequently, the regularity of bursary disbursements of 35,772,100 could not be confirmed.” The report added.

The Audit report also pointed out anomalies in project implementation in several projects including;

Contract for Renovation of Dormitory at Mboru Primary School

During the year under review, the Fund disbursed 500,000 for the renovation of a girls’ dormitory at Mboru Primary School. The project was awarded as two separate contracts for labor and supply of construction materials. However, no bills of quantities from the sub-county works office were provided for audit. Further, physical verification revealed that the project was incomplete and was being used as a store despite exhausting the allocated funds. In addition, 4 windows costing 18,000, floor tiles valued at 49,000, painting works of 20,800, and plastering of the walls were not done.

Renovation of Classroom at Kamuluyuni Primary School

During the year under audit, the Fund disbursed 300,000 to Kamuluyuni Primary School for the renovation of one classroom to completion, and a labor-based contract was awarded at a contract sum of Kshs.194,000. At the evaluation stage, the contractor had been recommended for award at a contract sum of 76,000 and It was not clear why the contract was awarded at a higher contract sum of Kshs.194,000 and how the same was determined.

Several contractors awarded contracts in the constituency also lacked Tax Compliance Certificates and National Construction Authority (NCA) registration certificates.

Makueni Leaders make their case on the Manual and Electronic Voter Registers

A section of Makueni political leaders made their case on why the Independent and Electoral Boundaries Commission (IEBC) needs to use both manual and electronic voter registers during the August General elections.

Led by Makueni MP Daniel Maanzo, the leaders said that manual and electronic voter registers should be used on August 9th to enhance the process and avoid technical issues that may arise from the use of electronic voter registration only.

Maanzo stated that using both means will ensure that the whole exercise is carried out in a free and fair manner and avoid compromising election results.

“In the whole world where technology is used, there must be a manual back up so that’s why we want to have the manual register and also the electronic one so that the two can be looked at how the people are voting. When such will not be used, there might be irregularities during the election process,” Maanzo stated.

Francis Mutuku Muso who is the Makueni Wiper Chair and Kilili/Kalamba ward MCA candidate echoed Maanzo’s remarks saying that there is no need to have general elections if manual and electronic voter registers will not be used.

“In our county sometimes there is a power blackout, I’m wondering when I hear the IEBC saying that they will use electronic gadgets only. It will pose a great challenge to some of the polling stations that may have a power outage. Here blackouts can go up to four hours and that’s why we need both methods to be used, every place should have a backup plan to ensure everything goes on smoothly.

Patrick Mbau Malika who is contesting for Makueni senatorial seat also pointed out that the manual register should be used together with the electronic, especially in remote areas.

“When elections results are being announced, the returning officers usually use a manual method by using written papers or reports from the polling stations thus it should be used alongside the electronic system in case it fails,” Malika stated.

This comes after ODM leader Raila Odinga urged the IEBC to use both methods while DP Ruto cautioned Raila not to decide on what method the IEBC should use because it is an independent body. The High court will next week rule on the issue.

Makueni Women Rep Museo decries rivals calling her ‘Kiwete’

Makueni Women Representative Rose Museo has expressed concern over competitors using her injury to gain political mileage by calling her ‘Kiwete’.

Addressing the press Museo noted that no one wishes to be involved in an accident and it is very inconsiderate for her rivals to do politics based on her disability.

“I was normal like you. Walking well like you, those people going round calling me disabled tell them to stop because it’s not okay because no one wishes to be involved in an accident or be disabled,” she noted.

She urged her political nemesis to sell their agenda and manifesto arguing that her injury should be no ones political agenda.

“Let them tell the people of Makueni what they will do if elected not telling people how fat and old I am. Who says I am fat yet my husband calls me baby in the morning,”she added jokingly.

She noted that in her two terms she concentrated on empowering women using NGAAF and urged locals to shun claims about the tanks she gives out which her competitors claim should be free and no women group should pay for them.

“We gave them tanks, tents, and other things because the women had been forgotten. There is a lot of politics going round the projects but I would like to ask you to shun all of them. Bodaboda guys don’t feel left behind because I have a great plan that will benefit you,” Museo went on.

Museo at first had chosen to vie for the Makueni Gubernatorial seat before reconsidering and choosing to defend the Women Rep seat for the third time.

Governor Mutua heckled at a rally in Machakos town with Azimio chants

Machakos Governor Dr. Alfred Mutua had a hard time trying to address residents at a rally in Machakos Town.

Mutua found it hard to sell Kenya Kwanza ideologies to the town residents who started chanting Azimio.

Mutua had to calm down the crowd saying that everyone deserved to be given his/her chance to address people as Kenya was a democratic country.

He further blamed President Uhuru Kenyatta’s administration for ‘refusing to release money’ to County Governments so that they could pay the contractors who owed them as well as other service providers. Machakos county so far has pending bills amounting to over 2.8 Billion.

“Am from a meeting of Council of Governors and Uhuru has refused to release money for the county governments to pay the contractors that we owe them and we are asking Uhuru where is the money, where has the money gone to,” said Mutua.

He further called on residents to check on the person they are going to elect to ensure that they elect someone who has their interests at heart, not someone who is going cripple the economy.

Mentally Challenged Man living in a toilet Burns To Death In Athiriver

A mentally disturbed man from Athiriver Township in Mavoko Subcounty of Machakos county was burned beyond recognition.

Confirming the incident Athiriver Township Assistant Chief Charles Ngomo noted that the man was a mkokoteni pusher in the area.

He revealed the deceased who was known to many as a professor used to stay in an abandoned toilet in the area and it seems that the mattress he was sleeping on caught fire and he could not rescue himself.

“A man who collects garbage around here has been burnt beyond recognition. The cause of the fire has not been established yet but he is known as ‘professor’ and has a mkokoteni he pushes here in the market,” Ngomo said.

“We have found his body at his house which was an abandoned toilet because it had no door and it seemed that his mattress caught fire and he had no one to rescue him,” he added.

He further called on parents to take care of their children, especially the ones who are mentally unstable instead of leaving them and abandoning them with no help.

“Parents need to take care of their children because in this case this man was just neglected and if he had been taken care of none of this would have happened to him,” Ngomo advised.

Church Elder Uses ‘Kithitu’ On A 73-Year Old Widow In Machakos

Police in Machakos are looking for a church elder who fled after threatening a 73-year old woman traditionally by using Kamba traditional justice system “Kithitu” over a piece of land in Mumbuni area in Machakos Township constituency.

According to the 73-year-old woman Dorothy Wambua, the church elder is a neighbor and they have been having disputes about a piece of land. She noted that the reason for the church elder to go in such devious ways was unknown to her given that she is a widow.

The distressed old woman said that she did not have the muscles to fight with the man calling people to come to her aid as she now did not know what to do and her life was in danger. She revealed that there was a land that was in dispute and the church elder had told her to bring a surveyor so that they could sort out the dispute but when she brought he was not satisfied with the results and he went ahead and brought another one but he was still not satisfied thus resulting to the devilish act.

“As you see me here, I am not okay because I do not know where to start, I have come home to find that the said church elder has used traditional means on me (kuinga kithitu), and now am afraid because my husband died a long time ago and I don’t even family,” said the distressed woman.

“We had a land boundary issue and he told me to call a surveyor who came and took his measurements and solved the matter but the man who is my neighbor was not satisfied and he went ahead and called his own surveyor. Now he has gone ahead and done the unthinkable. I do not know what he meant but it is because of this land, just help me, “Dorothy went on.

Two eye witnesses who witnessed the scene said that they saw the man running with a sack and they came out to know why he was running only to see him throw a pot on the ground and utter cursing words over the family of the old woman, something that shocked them given he was a know church elder.

“We saw a man running and upon his arrival at the old lady’s house he removed a clay pot and threw it to the ground and said as the pot break who ever ate his money shall be followed by the same, what shocked us is that he is a known church leader,” said the witness.

Mumbuni location senior Chief Matthew Mulee said that the matter was in his hands and he would follow it to ensure that justice was served to the old lady.

Matungulu NG-CDF on the spot over 40 projects worth 49 million and Irregular procurement of construction materials

Matungulu NG-CDF management has been put on the spot over 40 projects worth 49 million that had not commenced during the time of the 2019/2020 Financial year audit.

“According to the project implementation status report, 137,367,724 had been allocated for implementation of 80 projects during the financial year 2019/2020. However, an audit inspection of the projects in January 2021 revealed that the implementation of forty 40 projects with a total allocation of 49,475,000 had not commenced…Failure to implement the approved projects on a timely basis hindered improved service delivery to the constituents. Delayed implementation of projects may also lead to cost escalations.” The Auditor-General in the report said.

The Audit report also raised a red flag on the procurement of construction materials at Sengani Girls Secondary where a 2-storey building was being built at 7 million.

“A review of projects records revealed that Sengani Girls Secondary School received disbursements of Kshs.4,000,000 and Kshs.3,050,000 in the financial years 2018/2019 and 2019/2020 respectively both totaling 7,050,000 for construction of 2 storey building. However, construction materials were procured through request for quotations method of procurement in spite of the budget allocation and the total price in the bill of quantities being higher than the threshold provided for use of the method. In the circumstances, the Management was in breach of the Law” The report went on.

The report also queried inconsistencies in bank balances. The statement of assets and liabilities and Note 10A to the financial statements reflect bank balances of 34,817,445. However, the bank reconciliation statement for the month of June 2020 reflected unpresented cheques totaling 2,356,000 in respect of bursary payments dating back to the year 2017.

Why Ngilu is supporting Musila for Kitui Governor – Malombe

Former Kitui Governor and Wiper Party Gubernatorial candidate in Kitui Dr. Julius Malombe has dismissed claims of union between Governor Ngilu and former Kitui Senator and Jubilee Party Gubernatorial candidate David Musila.

Malombe pointed out that even after ODM leader Raila Odinga endorsed his gubernatorial bid, Ngilu has been forcing some of her close allies to drum support for David Musila since she won’t be defending her seat. Last month at a rally in Kitui, Raila unveiled Malombe as the Azimio candidate.

Speaking during a political rally in Kitui West, Malombe said that their union has no agenda for the common residents of Kitui and Governor Ngilu is trying to force the people of Kitui to support Musila to spoil for him. He urged the residents to reject Musila’s candidature because he has no interest of the Kitui people at heart.

“The residents have been assuring me that they have rejected the union between Musila and Ngilu. She already messed Kitui county meaning that they want to continue derailing development in Kitui and the people of Kitui to continue suffering, “Malombe alleged.

He promised to continue working on the stalled projects that he left while he was the governor and bring more to the people of Kitui who he said had suffered under Ngilu’s government. He added that Kitui county lagged in development compared to other counties and if he will be elected after the August polls he will restore the glory of Kitui.

The former Kitui boss also drummed support for ODM leader Raila Odinga the Azimio One Kenya presidential candidate saying that the Kamba community will benefit a lot from the Azimio government if Raila becomes the president.

Katumo alleged that the young man might have died due to taking alcohol before eating or as a result of drinking an illicit brew. This however he said can only be confirmed after postmortem.

“I would like to warn our young men roaming around to avoid bad company and immoral behavior like taking alcohol because it is not good and will lead you to an early grave. You drink yet you have not eaten anything, there is hunger in our county and now you want to drink,” he added.

The man was reportedly seen on Monday drinking alcohol in the local pubs and then seen going to Kitui town while drunk only to be found on Tuesday dead.

The body was carried by police officers and taken to Kitui mortuary where the investigation will begin to find out what might have led to his death.

Philip who is vying as an independent candidate thanked the MCA candidates for the tremendous support towards his bid for MP promising to work hand in hand with the MCAs who would be elected to better the lives of Matungulu people.

“I am grateful for the great support that you have shown me and I promise to deliver to the people of Matungulu as well as work together with the ones who win and also work with the rest of you as you are residents of Matungulu,” said Philip.

“We need to elect a leader who knows the needs of our people a leader who is not dependant on a party to vouch for him but for a leader who cares about education, women groups, youth groups, PWDs among others,” he added.

Philip had met several organized groups such as Taxi drivers and Hawkers who reside in Tala. 12 MCA candidates from Tala Ward had attended, 5 from Matungulu East Ward, and other leaders.

Kitui Catholic Bishop plea on Hunger Crisis in Kitui County

Joseph Mwongela, the Bishop of the Catholic Diocese of Kitui has called upon the Government to intervene in the ongoing Hunger crisis in Kitui County and other famine-stricken areas.

Bishop Mwongela requested the National Government and Non-Governmental organizations to come on board and help since most of the Kenyans have been ravaged by hunger after failed rains in Kitui.

“The famine comes and goes, its because of the failed rains and we need a government that will focus on our people and keeps relief food in case there is drought. No one should die because of hunger and no family should sleep without food, those who are privileged to have more should help those who don’t have. When giving relief food let’s prioritize those who are more affected,” Bishop Mwongela said.

The Bishop also urged Kenyans to pray for the nation to have peaceful elections and also get good leaders who will bring development to the people.

“We want peaceful campaigns and elections without bloodshed, no politician should fuel enmity because after elections a neighbor will remain to be a neighbor and we don’t want to go back where we come from,” he advised.

The Catholic Bishop also cautioned politicians against deceiving Kenyans and giving them empty promises that they won’t fulfill when voted in. Residents were also called to make wise decisions when voting to elect the right leaders and warned them not to vote for leaders because they have been given money to vote for them.

“As the church, we will advocate for peace, and urge Kenyans not to be divided in any way because those who want votes are few compared to those who will be voting thus we should use our energy to vote and get good leaders,” he added.

Bishop Joseph Mwongela was speaking at Christ the King Katutu Catholic church in Kitui West where he gave the sacrament of Confirmation to over 300 catechumens drawn from the Parish.

Why Kitui residents won’t vote Raila – Kitui East MP Mbai

Kitui East MP Nimrod Mbai has told off Kitui Governor Charity Ngilu for bringing Raila Odinga to the people of Kitui and disclosed why Kitui residents won’t vote for Raila in August.

Nimrod dismissed Ngilu saying that she is busy selling Raila yet she had failed to deliver development to the people of Kitui as their Governor. Mbai criticized her for forcing Kitui people to support Raila yet she has ‘milked Kitui dry’.

“The Ukambani leader who is listened to most in the Azimio team is Mama Ngilu and we had her in the five years as our Governor. She took our money and stole from the people. Speaking the truth, Our people can’t buy anyone that Ngilu is selling to them (Raila),” Mbai said as the crowd chanted ‘kii thooeka’ (that is not sellable).

The Ruto allied legislator also stated that the Azimio One Kenya coalition tried to sideline Wiper leader Kalonzo Musyoka and by any chance, if they form government they will isolate him and the ideal option for the Kamba community is the Kenya Kwanza government.

“Kalonzo is being disrespected and we know that is because of Ngilu, and if he is being treated that way what about when they form the government? He will not have any position there so William Ruto’s government is our only hope,” he stated.

Drumming support for DP Ruto, Mbai said that they won’t allow someone who has milked ‘Kitui county dry’ to come and mislead the people.

“The person who is loved most by Raila Odinga is Kaluki Ngilu ambaye ametunyorosha tukanyorosheka and we won’t accept what she will be telling us yet she left our people in poverty,” Mbai added.
