How Kamba Traditional Drink Kaluvu is made

0

Below is the process of making Kamba traditional drinks Kaluvu and Mawa and their importance to the community.

Kaluvu, also called kimee, is one of the most popular traditional drinks among the Kamba community. Kaluvu is a fermented brew made using ‘muatine’, a Sausage tree fruit (Kigelia africana), and honey.

The drink can be brewed in a barrel or a calabash (dried gourd). It is made naturally, without any additives. This drink was mainly Consumed by older men, especially during wedding ritual ceremonies. It was also used in Prayers in shrines especially when asking for rains.

Traditionally, a few drops of the drink would be poured out at the beginning of the prayer to “share” with the ancestors, usually speaking the words kundia vau, meaning “drink from there.”

Kaluvu was an integral part of wedding ceremonies. It was a ritual for a groom to offer a Dried gourd filled with this drink, along with a blanket, to the parents of the bride before she was married.

When both sets of parents would share this drink, it was considered to Indicate a sealing of the marriage accord.

Friends will also take this drink together to show an agreement. As a homemade product mainly for rituals or special occasions, it was sold directly by brewers, but not in bars.

‘Mawa’ is Millet beer, also known as Bantu beer which is an alcoholic beverage made From malted millet that is common throughout Africa. It is served in calabash gourds.

Its production involves soaking millet kernels in warm water until they sprout, with the goal of increasing the content of maltose in the grain. The millet is then dried out to arrest the Germination process. The malted grain is then pulverized using a grinding stone and mixed with water.

This mixture is commonly known as ‘ukiie’ (wort). The wort is later boiled in order to remove any potential bacterial threat. Once the boiling process is complete and the Wort cools down dried millet floor is added. The mixture is then allowed to ferment.

The Entire process takes five days. Traditionally village women would open their homes as ‘pubs’ one day a week, mostly on Saturdays or Sundays to sell millet beer.

This gathering point provided social cohesion In the village. Drinkers would hold the calabash with the right hand, pouring a few drops on the ground in honor of their ancestors before drinking. After drinking, drinkers pour the dregs on the ground in a straight line.

This week, Kitui businessman Kyalo Muli went to court seeking to have these two drinks Kaluvu and Mawa legalized. Missed the story? check it out below;

Kitui businessman Files Petition Seeking to legalize Kaluvu

0

Businessman Augustus Kyalo Muli who was recently installed as the patron of Anzauni clan has filed a petition at the Kitui Law Court seeking to legalize kamba traditional drinks.

Muli wants popular Kamba traditional drinks such as Kaluvu and Mawa legalized.

According to a petition seen by Mauvoo news, Muli points out that each of these drinks have significance to the Akamba people and the government has been frustrating the effort to keep this tradition on grounds that they are Illicit and do not conform to the Alcoholic Drink Control Act.

“Traditional alcoholic drinks were widely used by the Akamba people during socio-cultural Ceremonies such as rites of passage, reconciliations, dances, births, marriages, burials, Funeral celebrations, welcoming a guest, sealing a contract, agricultural cooperatives, Thatching a roof, domestic construction projects (barn raising), discussions between village Elders, social gatherings at home and the market,” stated Muli in his petition.

According to Muli, declaring these drinks as Illicit discriminates Against the Akamba people and violates their right to practice their culture thus putting it at the brink of extinction.

The Businessman wants the government to Declare that ‘Mawa’ and ‘Kaluvu’ are not illicit brews and the Akamba people are at liberty to prepare and consume them as part of their culture and tradition without Interference.

Article 11 of the Constitution recognizes culture as the foundation of the nation and as the Cumulative civilization of the Kenyan people and nation and obligates the State to promote All forms of national and cultural expression through literature, the arts, traditional Celebrations, science, communication, information, mass media, publications, libraries, and Other cultural heritage.

The Kiambu law courts in February this year declared Muratina legal, which Muli says has no difference with Kaluvu.

“If we are unable to follow simple basic rules, then something is wrong with us, ” she added.

The Auditor General has flagged over 5 Billion expenditure in Machakos County in the 2022/2023 Financial Year Audit Report.

The statement of cash flows reflects a comparative decrease in cash and cash equivalents
of 659 Million while the audited financial statements reflect an increase of
356 Million resulting in an unreconciled and unexplained difference of 1 Billion.

The county financial statement reflected amounts of Kshs.1,400,609,381, Kshs.1,851,025,447, and Kshs.1,387,309,122 which were at variance with IFMIS amount of Kshs.737,356,541, Kshs.170,471,256, and Kshs.1,669,211,333 under the use of goods and services, transfer to other Government entities, and acquisition of assets respectively resulting in an unexplained variance of Kshs.663,252,840, Kshs.1,680,554,191 and Kshs.281,902,211, respectively.

On the compensation of employees, the Auditor General reported a 401 million unexplained variance between integrated personnel and payroll database and manual data. Further, some county executive staff had identical names but different payroll numbers.

“Financial statements reflects bank balances of Kshs.1,916,198,744 and Nil cash in hand.
However, an audit review of financial records revealed that the disclosed bank balance
related to only 18 bank accounts. However, 245 bank accounts with a balance of Kshs.225,474,286 as of 30 June 2023 were not disclosed in the financial statements.”The Auditor General in the report said.

The auditor further raised concerns of over 7.9 million issued as imperests despite the beneficiaries failing to account for the previous imperest 7 days after returning to duty station. This is in contravention of Regulation 93 of the Public Finance Management Act. Further, imprest amounting to Kshs.936,400 was inadequately supported with back-to-office reports, and impress worth Kshs.16,382,570 had not been recorded in the Imprest
Register.

The report also questioned 14 million paid out in the form of task force allowances to Machakos pending bills verification and audit task force, misclassification and non-remittance of pension and other social security scheme deductions, pending bills of 3.5 billion, and the county spending a meager 13 percent on development way below the 30 percent threshold.

Further, the consultant was paid an amount of 25 Million on 22 May 2023 being
1.5 percent of revenue collected during the period. However, no supporting documents by way of a payment voucher was provided.

The Auditor General raises queries over the omission of fuel, oil, and lubricants, 67 Million unsupported expenditures, 678 Million unexplained misclassification of expenditures, unauthorized payment of 110 Million to KRA, non-compliance of a third basic pay rule, non-conformity with the law on recruitment of persons with disabilities, irregular promotion of staff who lacked academic qualification.

Auditor General puts Makueni on the spot in 2022/2023 Audit report

The Auditor General has put the Makueni county government on the spot over various issues in the 2022/2023 Financial year Audit report.

Makueni County Executive spent 8.4 Billion against an approved budget of 9 Billion resulting in an under-expenditure of 1.35 Billion equivalent to 14% of the budget.

The Auditor general raised concerns over a 774 Million difference in Financial statements and IFMIS payment details amount comprising 54 Million in employee compensation, 226 Million in Goods and services, 685,457 in transfer to other government units, and 492 Million in the acquisition of assets.

The report also flagged 129 Million used to purchase certified seeds, breeding stock, and live animals. The expenditure included staff allowances paid and fuel expenses of 4.7 Million and 1.2 Million respectively totaling 6 Million. The amount was irregularly charged to the development vote instead of the recurrent vote under the daily subsistence allowance and fuel, oil, and lubricants.

Further, 751,700 paid to MCAs as allowance during the County sensitization meeting on the draft for Emali-Sultan Hamud Municipal Charter which took place at a Hotel in Nairobi was flagged as irregular as the Assembly had its own budget for such activities.

In the period under review, the county spend 198 Million a medical cover for employees. However, according to the Auditor, the contract had a special clause limiting staff members in job group A-J who make up three-quarters of the total staff from accessing services in major hospitals in Kenya making it discriminatory hence Executive’s staff did not obtain value for money spent on insurance medical cover.

“The expenditure on other operating expenses includes expenditure on intergovernmental contributions to the Council of Governors of Kshs.4,000,000, contrary to Section 37 of Intergovernmental Relations Act, 2012, which states that the operational expenses in respect of the structures and institutions established in this Act shall be provided for in the annual estimates of the revenue and expenditure of the National Government.” Part of the report reads.

“Kshs.246,196,439 was transferred from the County Executive recurrent bank account to Sub County Imprest bank accounts for imprests issuance. The amount was then transferred to staff accounts for further disbursement to other staff members and non-staff members for various activities in the County. Management did not use the imprests issuance and accountability process where imprests warrant is raised, the amount recorded in the imprests register and amount accounted for through surrender voucher and supporting documents. The amount transferred to the Sub-County imprests account was expensed directly before assignment was undertaken.” The auditor in the report adds.

The auditor also noted overstatement of receipts and payments, misstated emergency relief and relief refugee assistance amount of 9 million, irregular accounting of 65 million by the executive, unauthorized reallocation of 41 million to construction and civil works, 2.5 Million payment to a Mombasa hotel for Kenya Secondary School Heads Association, Spending more than 35 percent (49 percent) of the total revenue on salaries and failure to meet threshold on recruitment of persons with disabilities (5 percent).

Other items highlighted in the report include the lack of value of money in the Renovation of Nzeeni Institute and Emali market through poor workmanship, non-operalization of Wote and Sultan municipalities, lack of use of e-procurement system, and use of manual payroll among other issues.
