President Ruto Hosts MPs and Government Officials from Ukambani

President William Ruto Monday played host to elected Kenya Kwanza MPs and senior Government officials from Ukambani to discuss development priorities for the social and economic transformation of the region.

MPs present included Kibwezi West MP Mwengi Mutuse, Mwala MP Vincent Kawaya, Machakos Town MP Caleb, Kangundo MP Fabian Mule, and Kitui East MP Nimrod Mbai.

The leaders discussed areas of development in Ukambani.

“I’m happy that H.E the President has committed to prioritizing water, roads, agriculture, education, ICT, Housing, etc projects for our constituencies and the entire Ukambani in his Gvt programs,” stated Kibwezi West MP Mwengi Mutuse on Facebook.

According to Mutuse, they will be rolling out specific projects very soon as well as finishing the ongoing mega projects.

“Our people should now expect more and more development from the national government going forward,” he added.

The leaders later met with Infrastructure Cabinet Secretary Kipchumba Murkomen where they agreed on unlocking critical link roads and other infrastructure projects.

Mutuse noted This is the first of a series of meetings arranged by the President with Cabinet Secretaries to unlock the region’s development.

“Specifically for Kibwezi West, we have agreed to prioritize the tarmacking of the Emali – Ukia road and a new road from Aathi- Syumile – Makindu – Kalii- Kikumimi – Kwa Mumbe – Mulala. We will also prioritize our major town roads. Further, we have agreed to fast-track the development of Makindu Airstrip,” he added.

Other leaders present included EAC Cabinet Secretary Penninah Malonza, and devolution PS Teresia Mbaika among others.

Makueni County Assembly on the spot over irregular allowances to MCAs

The Auditor General has put Makueni County Assembly on the spot over irregular allowances to MCAs. This is contained in the 2022/2023 Financial year audit report.

The Audit report notes disclose that elected MCAs were paid 50,000 and
70,000 each for facilitation during public participation and oversight activity
respectively. On top of that, each MCA was paid 6,000 as mileage regardless of the distance covered.

In the period, 142 million was paid under personal allowances paid as part of salary which further includes 21 Million and 2 Million for transport allowance and mileage allowance respectively. A review of the vehicle records revealed that 3 MCAs had also been allocated personal vehicles fully maintained and fuelled by the County Assembly which amount to double compensation on transport expenses.

A review of the rental leasehold agreements revealed that the Ward lease
agreements were entered into between the Ward representatives (lessees) and the
landlord (lessors) instead of between the County Assembly of Makueni and the Landlords.
Further, the lease agreement documents prepared were not signed or endorsed by an
Advocate of the High Court or County Assembly head of legal services to validate the
agreement.

Management did not explain why pending bills of 6.2 million were not settled during the year they occurred. Further, the Assembly used just 2 percent of the budget on development instead of the 30 percent threshold.

“Note 5 to the financial statements reflects domestic travel and subsistence allowances of
Kshs.72,896,888. The amount includes per diem allowances totaling Kshs.18,678,325
paid to MCAs and other members of staff for travels outside the County to transact County Assembly business that would ordinarily be carried out in the offices, contrary to Regulation 93(4)(a) of the Public Finance Management (County Governments).” Part of the report reads.

“Note 5 to the financial statements reflects other operating expenses amounting of
Kshs.134,352,072. The operating expenses include Kshs.52,925,580 with respect to ward
operation costs for 48 ward offices excluding rent. However, the expenditure exceeds the ceiling of Kshs.15,728,832 stipulated in the Commission of Revenue Allocation (CRA) Circular no. CRA/CSO/CMG/9/VOL.V(43) dated 3 August 2020 on Advisory of Ward Offices Operation Costs.” The report goes on.

The report also flags 2.5 Million and 750,000 payments to the County Assembly Forum (CAF) and Society of Clerks at the Table (SOCATT) respectively. However, there was no legal basis for the establishment of CAF and SOCATT, Failure to Meet the Recruitment Threshold for Persons with Disabilities, Non-Compliance with the Staff Ethnic Diversity Composition Threshold, and Failure to Adhere to Probation Terms of Service.

Judiciary to hold open day in Makueni

The judiciary is planning for an enlightening open day on April 26, 2024, in Makueni, aimed at educating the public on court procedures.

The event, to be held at Unoa Sports Ground, will see Judicial Officers from various courts engage with the community to elucidate their roles and how citizens can navigate legal processes.

“We are organizing a comprehensive event to inform the public about the best practices within our courts. Attendees will gain insights into why individuals are granted bail or released on bond,” stated Makueni Law Courts Chief Magistrate, Mr. Peter Gesoraa during a County Users Committee (CUC) meeting at the court boardroom in Wote town on Thursday.

The Chief Magistrate further encouraged other members of the county court users committee to participate by showcasing their services that complement the court’s functions as he urged the public to turn out in large numbers to familiarize themselves with legal proceedings.

Kalonzo leads Ukambani in marking 20th anniversary of Mulu Mutisya

Wiper leader Kalonzo Musyoka led other leaders and locals in celebrating the 20th anniversary of Moi’s right-hand man Mulu Mutisya.

Kalonzo Musyoka in the ceremony said Mutisya was his political mentee and he died knowing that one-time Kalonzo would be president.

“Mutisya played a crucial role in ensuring Ukambani benefit from Moi’s government, although our region was not in government, we had five Ministers who included Nyiva Mwendwa (Gender and Culture) Phillip Mbithi (Head of Public Service) Joseph Mulinge (Lands), Johnson Makau (Information) Phillip Kilonzo.” Said Kalonzo

“Mulu Mutisya’s supreme wishes before he died were one time I will be the president of Kenya, ” he added.

Kalonzo urged Ukambani leaders to be strategic in politics to fulfill Mulu Mutisya’s supreme wishes.

The wiper boss was accompanied by Azimio leaders Eugene Wamalwa, Wycliffe Oparanya Jeremiah Kioni and Ukambani leaders, Machakos Governor Wavinya Ndeti, Makueni governor Mutula Kilonzo, Senator Enoch Wambua and Agnes Kavindu, Speaker Mbilu among other leaders.

Machakos: 1,200 students attend three-day mentorship program

Over 1,200 students from Machakos, Makueni, and Kajiado counties attended a transformative three-day mentorship program called “The Triad to Success.”

The program strives to teach leadership characteristics, encourage educational achievement, and empower young people.

The initiative targeting to benefit 23,101 pupils nationwide, includes 2,574 refugees from the Dadaab and Kakuma camps, demonstrating its dedication to diversity and social responsibility.

Professor Joyce Agalo, Vice Chancellor of Machakos University, praised Equity Bank for its consistent commitment to providing educational opportunities for poor students, praising Dr. James Mwangi, CEO, for his innovative leadership in this endeavor.

“We applaud Equity Bank and especially the CEO, Dr. James Mwangi for being a visionary and magnanimous man who has enabled less privileged students to get education,” Joyce said.

She addressed the pupils at Mumbuni High School, emphasizing the need to avoid harmful influences, notably drug and substance misuse, which could jeopardize their academic efforts and goals.

Stephen Kalani, Director of Operations at Equity Bank Limited, emphasized the mentorship program’s practical importance in providing students with the skills and information they need to efficiently navigate today’s complex environment. He added that the program is being implemented concurrently in 19 facilities across the country, assuring widespread access and influence.

Equity Bank’s remarkable achievements were further recognized by local government authorities, including the Machakos Education CECM, who commended the program’s transforming impact on participants’ lives. Mutisya, the CECM, revealed that the county government had launched a similar support program, supporting 40 students, and urged other donors to participate in helping less privileged children realize their aspirations.

A mausoleum of late former Kamba Kingpin and Moi right-hand man Mulu Mutisya was unveiled during his 20th Anniversary on the 20th April 2024 at his Muthetheni home, Mwala.

The ceremony was attended by among others Wiper leader Kalonzo Musyoka, Azimio leaders Wycliffe Oparanya, and Eugene Wamalwa, Governors Wavinya Ndeti, Mutula Kilonzo Jnr, Senators Agnes Kavindu and Enoch Kiio.

Makueni Shines at Kenya Youth Inter-county Sports Association Games

Makueni County emerged victorious at the 9th edition of the Kenya Youth Inter-county Sports Association games held in Kilifi.

The County secured top honors in multiple categories, clinching titles in Ladies’ Football, Men’s Volleyball, Ladies’ Beach Volleyball, and Ladies 3×3 Basketball.

Individual talents from Makueni also shone brightly during the tournament, earning notable distinctions as Golden Gloves were awarded to Mary Musyoki of Kibwezi East who showcased exceptional goalkeeping skills with Top Scorers Ann Muendo from Mbooni and Shanice Nthenya from Kilome dazzled with their scoring prowess.

The win has sparked enthusiasm within the Makueni Government, with officials viewing the success as a means for enhanced investment in the sports sector. The aim is to cultivate and support emerging talents while providing avenues for sustainable livelihoods.
