Senate Committee Fines Charity Ngilu 500,000

The Senate County Public Investments and Special Funds Committee has fined Former Kitui Governor Charity Ngilu 500,000.

The session centered on her failure to respond to summons regarding financial statements and land ownership issues related to the Kitui County Textile Center (KICOTEC).

The Senator Osotsi chaired committee issued fresh summons for her to appear at a later date. They emphasized that her testimony is crucial for uncovering the truth behind the financial irregularities and land disputes.

During the hearing, the committee scrutinized Justus Makau, the former Chief Officer of Trade and Investments. They focused on Ksh 168 million flagged by the Auditor General.

Senator Ledama Olekina pressed him about the controversial occupation of land belonging to the Syongila Vocational Training Centre. He challenged Makau to present lease agreements or documentation to justify the land’s acquisition. The inquiry raised significant concerns about the legality of the land transfer and management practices. Questions arose about cash withdrawals from KICOTEC’s bank accounts. Two individuals, Georgina Musembi and Faith Muna, were involved in these transactions. This situation further compounded the financial oversight.

The committee expressed deep concern over these transactions, which hinted at potential mismanagement within the organization.

Maggie Kitonga, chairperson of the Syongila Vocational Training Centre, shared details about the community’s struggle to keep their land. She recounted how local residents united to fundraise for legal representation. This effort led to a court ruling that affirmed their claim to the property. In closing the session, Senator Osotsi emphasized the need for further investigation. He stated that Ngilu’s appearance was essential for resolving the issues.
